Great incentives are in place for employers using a company car, no mandatory nor facultative cycling reimbursement scheme has been developed, no mode-neutral solutions for home-work travel are currently working. The only sustainable measures of the French system are the obligatory and tax-free reimbursement of at least 50% of the costs for public transport and the limits to deductions for employees on company cars.
ECF's recommendations are either of drastically readjust reimbursements for car use and introduce incentives for commuting by bicycle; or completely replace the current system by a unique, mode-neutral scheme that would allow companies to offer "mobility budgets" to their employees. In the first case, cars should be categorised by their level of CO2 emissions and cycling should be strongly encouraged; in the second case, allowances for commuting should be thought as per favour walking and cycling.
